Livery and Maintenance Constitution - February 2000

I. Definitions and Aims

a. Livery and Maintenance is a collection of smaller groups or “Households” seeking to accurately portray the military and social life of the latter half of the Fifteenth Century.

b. The Households shall strive to maintain high levels of authenticity.

c. Livery and Maintenance will organise events for the benefit of all Households.


II. Organisation

a. The parent body or “Council” shall be made up of four members derived from Households in the procedure detailed below. These four positions shall include:
1. Chairman
2. Secretary
3. Treasurer
4. Health and Safety Officer

b. Other positions shall be held by the Council members as required.

c. The Council may call on individuals outside of the Council to take on specific responsibilities as and when required.

d. The Council and its appointed representatives shall inform all Households of its decisions by means of a regular newsletter.
1. Specific event details and scenarios etc. shall be communicated by means of warning orders.


III. Control

a. Membership of Livery and Maintenance is at the discretion of the Council.

b. The Council shall be responsible for the drafting and implementation of all organisation rules.

c. The Council rules and decisions made by the Council are for the benefit of Livery and Maintenance:
1. All households shall abide by the rulings of the Council.
2. Households shall be responsible for communicating the rules and decisions of the Council to their membership.
i. Households will then maintain these rules whilst representing Livery and Maintenance.
ii. Households shall be responsible for enforcing the rules of the Council within its own membership.


IV. Rules

a. Membership of Livery and Maintenance shall be on two levels:
1. Full
i. Automatic invitation to all events.
ii. Voting rights.
2. Associate
i. Attendance by invitation.

b. The minimum age of attendance at a Livery and Maintenance organised event shall be Eighteen years unless sponsored by an existing member meeting this requirement.
1. The sponsor being fully responsible for the individual or group of individuals.

c. Households shall adhere to all safety guidelines laid down by the organisation:
1. The Heath and Safety Officer is to be obeyed in all matter relating to the safe conduct of any Livery and Maintenance event.
i. Failure to meet these conditions shall be deemed to be a serious infringement of the rules of Livery and Maintenance, potential danger to other members and shall be referred to the Council for possible disciplinary action.
2. It is the responsibility of all Households and their membership to communicate to the Health and Safety Officer any activity that contravenes the safety guidelines or may in itself be deemed dangerous. Safety is everyone’s responsibility!
i. If the Health and Safety Officer or a designated deputy is not available then the situation should be brought to the attention of the nearest available Council member.

d. Households shall be responsible for the election of its own officials.
1. Livery and Maintenance is a non-political and non-religious organisation and shall play no part in the internal running of Households.

e. Households shall at all times whilst at Livery and Maintenance organised events respect the aims of Livery and Maintenance in respect to authenticity.
1. Complete costume of relevant gender and appropriate materials is to be worn at all times during the running of the event.
2. Costume guidelines shall be made available when required or on request.
3. There shall be a non-Council advisor for costume to be appointed by the Council.
4. Timetables should be followed ensuring the full participation of all Households to benefit the presents of any event.
5. Authenticity will extend to the battlefield.
i. No cross-dressing at Livery and Maintenance organised events without the express permission of the Council.
a. Women will be allowed to take part in combat situations where:
1. The scenario allows for it.
2. It is shown to be historically correct.


V. Electoral Procedure

a. There shall be elections held at least every thirteen months.
1. At these elections all four of the Council posts shall be open to contest.
2. There shall be no restriction on the length of service of any Council member should he maintain the support of the membership.

b. These elections shall be conducted on a “block vote” basis.
1. The leader of each respective Household shall cast its group’s votes.
2. The number of votes a given Household is allowed will be calculated in a direct relationship to the number of Livery and Maintenance events supported and their attendance;
i. Annual Household attendance (men and women). Divided by;
ii. The total number of Livery and Maintenance Event Days in the same year.
3. All votes will be rounded down with a minimum of one per “Full” Household.

c. Only “Full” Households shall be entitled to vote.


VI. Finances

a. All funds received by Livery and Maintenance shall be distributed amongst the Households in proportion to their attendance in accordance with the same formula used for vote calculation.
1. “Full” and “Associate” Households shall be deemed equal in this respect.
2. Expenses will be paid to non-member groups attending Livery and Maintenance events on an “ad hoc” basis at the discretion of the Council.
3. Expenses incurred during the staging of events will be deducted before the final settlement is made to all groups.
i. Statements of accounts shall be published annually.
a. All financial decisions shall be the responsibility of the Council.
4. Any extra-ordinary claims for finance should be directed to the Council Treasurer.
i. These will then be considered by the full Council if justified.


VII. Insurance

a. Livery and Maintenance will organise insurance for Households on the following basis.
1. The Households will have the benefit of public liability insurance which will be administered centrally for the benefit of all members.
2. This cover will extend to all Households who accept the terms and conditions of this constitution and the safety regulations laid down by the Council and the Health and Safety Officer.
3. Additionally;
i. All Households must state accurate figures for its membership.
ii. The Council must be informed of any previous insurance claims made upon any Household wishing to qualify for Livery and Maintenance insurance.

b. Extent of Livery and Maintenance cover.
1. Any non-member group invited to attend a Livery and Maintenance event.
2. Any Household who fulfils all of the qualification requirements detailed above will be covered at their own events. However non members in attendance will not be covered.
